A captain is the highest ranking authority on a vessel in the legal and traditional sense. The captain carries full responsibility for the ship, the crew and the passengers. It includes formal maritime education, international certification and knowledge of safety management and global regulations.

A skipper, by contrast, is a term commonly used in recreational boating and charter operations. The skipper is the person who operates the yacht, conducts maneuvers and ensures the safe running of the trip. The level of responsibility is similar in practice but usually less formal in a legal sense. A skipper typically needs national or international boating licenses and hands on experience but does not necessarily undergo the same professional training required of a commercial captain.

On a charter yacht, guests will almost always be accompanied by a skipper. The skipper knows the local waters, weather patterns, anchorages and harbors and guides the yacht safely throughout the journey. On large commercial vessels such as cruise ships or cargo ships, an officially appointed captain is always in command.

Both roles share one essential purpose. They ensure safety on board and make decisions that protect the vessel and its passengers. The main distinction lies in the legal authority and formal qualifications, not in the practical dedication to the job.
